We have been rather a long time in considering your

letter of the 28th June (53600/37) about the Hong Kong

Companies Ordinance. We adhere to the views expressed

in our letter of the 20th August, 1937, and we see strong

objection to any departure from the principle that

Dominion and foreign creditors should be treated on a

footing of absolute equality with English creditors.

the same time we appreciate that special circumstances may

exist in Hong Kong which may have to be specially dealt

with if a sufficient case exists.

We think, therefore, that the best course would be to

have a meeting at which we could come to a decision. It

would, we suggest, be useful if Mr. N orman Young of the

Treasury, who, I understand, has a special knowledge of the

subject, could be present.

If you agree that there should be a meeting, would

you like to have it at the Colonial Office or shall we

convene it here?
